How to get wavy hair?

I would try doing pin curls. Wash your hair. After towel drying it, section your hair into small sections. Twist the sections and then twirl them and pin them to your scalp. They should look like small, twisted lumps on your head. Do this all over. Sleep on your hair or let it air dry. Hopefully it will provide you with nice waves. It will be difficult getting a style like your pic without heat or products....but this may help a little.
